CHICAGO--The copy issue of the 21 Century is whether
publishing companies can archive their publications into a CD-ROM library and sell them on the internet without having to pay royalties to freelancers who wrote the original articles and provided copyrighted photographs. The National Geographic Society is in a controversy to market its magazine archive as a CD-ROM Collection. Kenneth W. Star representing the National Geographic before the 11th Circuit argued that archiving a magazine into a CD format does not conflict with the 1976 Copyright Law.
